Read the logs and ban players

• The ADM log records connections, kills, deaths and positions. This is where you look after a report.
• The RPT log records errors and mod problems. Look here when the server misbehaves.
• Both are in the profiles folder and can be read from the panel without downloading them.

To ban, add the player's Steam64 ID to ban.txt in the server root, one per line, then restart. Most admin mods can also ban live without a restart.
