Add plugins from uMod, edit their configs and reload without a restart.

- 1Download the .cs file from uMod.
- 2Upload it into oxide/plugins, or carbon/plugins on Carbon.
- 3It loads on its own within seconds — no restart needed.
- 4Its config appears in oxide/config as a .json. Edit it, then run oxide.reload <PluginName>.
